I have Utorrent 1.7.7 It keeps updating trackers, and when its done doing that, I get an offline/timed out error. I have tried several files and website

No it's not #4 LOL. I have noticed it does it mostly with movie torrents. I downloaded a software file the other day and it was fine. A bit slow though.

Sounds like it might be traffic shaping by your isp.
