Is there a middle-man for trades

Hi i would like to know who are the middle-men? that i should contact before a trade? and is it possible to trade accounts also?

i am cheated by root_assassin.he promised me to send a torrent leech invitation.i believe him and
send a funfile invitation to him.but he cheated me and do not send the torrent leech invitation.though he knows my email id.what i should do?
