The tracker in question is probably a thepiratebay.org tracker. Their network is currently disabled, after their ISP, Black Internet in Stockholm, disconnected them Monday morning after being threatened with large fines if they did not do so. The Pirate Bay outage has been all over the news for the last 24 hours.
