how do you start a torrent site

what is the process of starting a torrent site? what do you have to do? what do you need? how much is the cost of it? any help appreciated. not that im looking to start a site any time soon, have to understand these things a bit more and do some learning.

lets say just videos

try use wordpress blogs, easy to setup and have built in search or try the new baywords blogs
